Law Degree, University of Thessaloniki, 1982; LL.M., Institut d’Etudes Europeennes, Universite Libre de Bruxelles, 1983; LL.M., California (Berkeley), 1986; Ph.D., University of Heidelberg, 1992. Previously with the Legal Affairs Division at the WTO. Presently professor of law at the Universite de Neuchatel, specializing in public international, EC, and WTO law. Competition Law Chair at EUI, Florence, 1999–2000. Presently co-rapporteur in the International Trade Law committee of the International Law Association. His most recent publications include Regulatory Barriers and the Principle of Non-Discrimination in World Trade Law (coed. with Thomas Cotier, 2000); The WTO Law and Practice (coauth. with David Palmeter, 1999); State Trading in the 21st Century (coed. with Thomas Cottier, 1998); and Law and Policy in Public Purchasing: The WTO Government Procurement Agreement, (coed. with Bernard Hoekman, 1997).
